I have Questions. Can the Series 3 be used as a solo devic

Can the Series 3 be used as a solo device (meaning: you can buy a watch and use it as a phone without owning a smartphone at all)?

Are you only able to stream Apple Music, or can you stream from other sources? (Spotify, Pandora, etc.)

Does "Hey Siri" work from the jump, or do you have to press the digital crown to activate it?

No it needs the iPhone to activate. The Apple Watch is in essence an extension of the iPhone, so it needs an iPhone. Sure there may be ways around some of the hurtles but you'll not get the full functionality
