I have the AT&T Network tethering on my iPhone 3GS W/O jailbreak,
My question is how do i tether it to my iPad thru bluetooth or Wi-Fi ?
Or is this even possible ?

What firmware is your 3GS on?
Even if somehow magically your native tethering worked with no hacks it could only tether either thru USB or bluetooth and neither of those would work with an ipad.
You gotta JB and install MyWi on your iphone to be able to tether using wifi something not supported thru Apples native tethering function.

No matter what profile you install from a website it will not work on a stock 3.1.3 firmware without a JB. Try using it and actually turn it on for a second to see what happens.
Just because you have the option there it doesnt mean it will function. It will just shut off and the option will dissapear as soon as you try turning it on.
