I have to delete synced photos on all devices..

Aren't you supposed to be able to delete once and then they get deleted everywhere? Or is that only on the new icloud photo library or something?
 
When you delete a photo it gets moved into "Recently Deleted" photo album. Try to delete the photo from this album too. That worked for me.
