I lost keychain WiFi passwords

Hello , in order to reset network settings I toggle off keychain from my iCloud and when I toggle it , my wifi passwords aren’t back.

I can see them in my Mac in keychain access -> system tab , it’s all there , but no in my iCloud.

Is there any way to transfer them in my iCloud again?
