Anyone know why?

I had that same problem, I read somewhere to delete all your music from your phone and sync it via the music button > Selected Artists, Playlist, etc,. instead of manually managing it. I did that and I had all my album artwork!

Open PC library, see song, click and drag to the iPhone library that iTunes shows is plugged in

Ok, so you are still using iTunes. Find the track/album in iTunes, right click, and tell it to find your album artwork. If it doesn't find it, you can add it manually by downloading the album artwork online and attaching it via iTunes. I would give a step by step "guide" but I am at a work PC. Needless to say no iTunes here.
