I need a good Photo app for adding words

I've got an iMac. I want to add some text to photos and I don't think iPhoto has that capability. It would be cool to add a balloon next to a person as if they were saying something too. Any ideas? Thanks in advance.

Drag the photo onto the desktop and then open with Preview. From the tools menu choose Annotate, then you can add text.

Elements for lettering

Photoshop Elements is super for adding text, comes with bubbles, styles for lettering and you can edit the photos.

Thanks folks. I'll try that on for size. I've used PS Elements before, but I really don't need that much cowbell for this little stuff. My serious photo editing days with layers and stuff are behind me lol.
