i need a taskbar for webpage windows and apps

i would like to have a taskbar for all the apps and webpages i have open.sometime i can click on the app and it will come to the front and sometime the app wont come to the front.

i hate having to minimize webpages to see them in the dock,if i have multi windows open i need to see that so i can click on wotever window i want to come to the front instead of always minimizing.

Hi there. I may be misunderstanding your post - but were you aware you could hold down the Command key and repeatedly press the Tab key to cycle through your open apps? Then simply release the Command key when you have selected the app you wish to be active. Also, when I have a lot of apps running, I sometimes like to show only the active window on the desktop.
