A good rule to follow is if you don't know what a file is used for, don't delete it. What are you trying to accomplish?

The part in "private / var / vm" will be deleted upon restart, except the sleepimage.
sleepimage – the Mac OS X sleepimage file explained
How to permanently disable safe sleep & sleep image file creation?
found via "mac sleepimage" and "mac private var vm swapfile"

I don't know about CICS in your Downloads folder, but since YOU downloaded it, and you don't need it, you can delete it, if that is the case.

iTunes: About iOS backups found via "mobile sync backup mac"

Another good rule is searching, but what do I know, as we both have seen, that that is not always an option.
