When ever i go to setting and try to switch kn my wifi it freezes and if i switch it on sometimes i cant find any wifi network and also my portable hotspot does not work..how can i fix this problem on my iphone 5

Have you already tried restoring your iPhone? If not, make a backup in iTunes first and then restore it to see if that fixes the problem.
Also, have you rebooted your phone lately.

I'd try these in this order to see if anything fixes it.
Reset the phone (power + home button until you see the Apple logo). No data will be lost.
Reset network settings. Network settings will be lost.
Restore iPhone from a back up, preferably a back up when wifi was working. Minimal data loss. Save whatever you can prior.
Restore iPhone as new. All data will be lost. Save important data prior.

Not sure but my wife faced some issue with her iphone 4S. we try almost all steps listed below , ended to purchase the BT/Wifi Antenna @ iFixit but that was still not working.
Finally take the plunge to follow that really strange way to fix. the freezer method worked 48hours ... the Hair dryer seems really efficient as it is now more than a month that wifi is back.
