I need to reorganize my music folder on my laptop and I need to know if when I move all 7,500 songs into proper folders if I'll be able to get my library back to the state it's currently in without having to redo everything manually.

I've gone through a great deal of time (2+years) rating my music and making playlists for specific occasions. So it would be a huge pain to have to redo everything.

Also, will it effect my iPod classic or iPod touch if I do this?

As long as these two checkboxes are unchecked, you can move music files to any other location on your hard drive and iTunes will recognize the new location without you having to do anything in iTunes.
iTunes > Preferences > Advanced

Just move the files with iTunes open. If you move any files to another drive, iTunes won't be able to "follow" them and you'll have to re-add them to your library. Moving files on your hard drive will not affect syncing with iPods.
