I've restricted FaceTime for my son. I have it set to where it's not always allowed and has an app limit of one hour. However, in the time between the app limit running out and the downtime feature kicking in, I've decided to allow my son to be able to contact one particular friend.

I've played around with the features on his phone quite a bit in trying to figure this out. What I've discovered is that when I use his phone to call his friend, a message pops up that says "[insert phone number] is not an allowed contact". Which is odd, because I have it set to "everyone" under the communication limit tab.

There were also two buttons: "Done," which exits out of the attempted call, and "Add Contact". The "Add Contact" button takes me to a screen that wants me to put his friend's contact into a new page. I did so. Now my son's contact list has two entries for his friend, and one of them is only editable with the screen time passcode. I tried calling my son's friend again. The same "[insert phone number] is not an allowed contact" message popped up, with the same two button options: exit out of the call or make another contact.

From here, I tried every combination of actions imaginable. I deleted the number listed in the original contact. I kept it there. I called from the original contact screen. I called from the newly-made contact screen. I called from the third, fourth, fifth contact screen. Nothing worked. Believe me, I tried it all.

Anyways, my question: what is happening here? Why is this error message popping up? How can I circumvent it?

If it is any further help, my son's phone is an iPhone 8 with the latest iOS 13 update.
