I need to add-a-line through Apple for home delivery but it won't let me. Why?

I want to pre-order a new iPhone by adding a line to my account. I tried to do that through Apple's site but it's telling me to go to an Apple store.

why's that? shouldn't I be able to add a line on my account with home delivery?

Not through Apple, they required the same thing last year -- and apparently not through AT&T right now either (their website was screwed up and wouldn't let me add a line to my family plan).
