If you have iCloud photo library enabled, photos aren't included in backups and will be copied back from iCloud after you have restored the backup - see here: https://www.apple.com/uk/support/iphone/backup/

Whenever I get a new iPhone, I backup everything to my PC via iTunes, and when I restore/sync the new phone all of my content including photos are there.

Do an encrypted back in iTunes and use it to restore your phone. You images will be included.

OP, since you're manually syncing with your PC anyway, why not just do it all via iTunes and forget about iCloud?
