i still got the app tho

if i put a another credit card in they will take 6$? but i already paid 5$

They charge tax on their apps so yeah, you have to pay that tax.

Why not try contacting Apple's iTunes Store support?

Eventually the payment will be returned, and you'll no longer own the app. Whether they can revoke the signature I don't know. The moment you add credit (either gift card or cc) they'll take it.

And if you owe money, pay it. You wouldn't like it if someone did you out of $6.

If that message is being displayed you got the app without paying.

Naturally they will not allow you to make any more purchases prior to paying them the balance due.

You will not be able to update ANY apps or make further purchases until you pay the balance that you owe.

You didn't already pay $6 because you owed $6.70 and since you didn't have enough money to clear the entire payment, you didn't pay anything and now ow $6.70.

I had that issue once. I didn't pay for about half the year for whatever reason, but eventually did. I don't know how long Apple will keep that in there, but it's not something that would probably grow interest over time since it's for digital goods. I don't know how they handle it, but PayPal closed my original account due to having a negative balance, and like two years later they sent me a letter with a website to pay them $16.
