I think a found a fix for the iTunes sync bug on iOS 7 devices

Check the sync with this device over wi-fi (idk why, I just did)
sync only checked songs and videos
and manually manage music and videos

Drag from the main iTunes music and albums window to the phone, that's the only way it seems to work for me. I need more people to see if it works like that.
