Here's what I did yesterday: put the AirTag in Lost Mode and then hid it in a bush two mins away from my house. An hour later, I borrowed my little sister's iPhone 13 and M1 iPad Air and headed back there, used the "Identify Found Item" feature on the Find My app, and it didn't work. Note that the iPhone doesn't have data. I then turned on the mobile hotspot on my Android (I prefer Android phones, I use the AirTags with my iPad Pro) for the two devices to connect to. It still didn't work.
I tried it again today, hid it in a different bush but still close to home, and waited 3 hours. I thought it might have worked this time if it had been a day since turning on Lost Mode. It still didn't work.
 
I could never get the 'Identify Found Item' thing to work either, but haven't tried too hard.

Another way is to use the NFC method... Hold the AirTag to the back of the phone, near the top. A notification banner should pop up to open a site to view the details of the AirTag. (This method doesn't work on the iPad since it doesn't have a NFC reader.)
