I picked up a used late 2015 21" imac today from a pawn shop. I booted into recovery and reinstalled the os but it did not completely wipe it out like I thought it would do. I obviously did not do something right, what do I need to do? I just rebooted and held down control, command and r and it took me to an internet recovery screen and now I am on a OSX Utilities screen

You need to open Disk Utility, and erase the harddrive. Then go an install macOS. Then it will be cleaned out right.
