I want to restore my jailbroken iphone 3Gs 5.1.1 baseband 6.15.00. How do i restore it?? And if i restore will i lose my jailbreak and unlock?? What are the steps required??

You'll have to download a 5.1.1. custom firmware.

Then go into Redsn0w and select 'enter pwned DFU mode'
After it's in DFU mode go into iTunes and restore with the custom firmware file

If you restore with the stock Apple firmware it will put your device in recovery mode and be stuck with error 1015 restore error.

No it doesn't update the baseband. One thing you need to check out though is to see if Apple is still signing off on the 5.1.1 software since iOS came out. If not, you won't be able to restore unless you can find an iOS 6 custom firmware.
