I want to set up as new, manually backup my safari bookmarks?

I want to set up my phone as new but the only thing I don't want to lose and want to get back is my bookmarks.

How can I get them back if I set up as a new phone?

I think that Safari bookmarks are held on iCloud.

That's the thing though if I restore from iCloud that's like restoring from a backup and defeats the purpose of restoring as new doesn't it?

I didn't say restore from iCloud. My bookmarks are the same on my iPad and iPhone without any action on my part to sync them. They are synced via iCloud.
