So I downloaded a 2.99 app using the app store in my iphone, It said the price so I tapped it and then it said download, it asked me for my password and seconds later it was downloaded and fully working.

I checked my paypal and I was never charged... why?
 
There may be a delay, or its possible the developer changed the price at the moment you downloaded it to "free."

sometimes it takes a few days to post on my paypal.
 
Apple only collects every couple days. That way they don't have to pay credit card fees on every $0.99 transaction. So they wait awhile, see if you accumulate more, then charge them all together.
