I have an iPhone X AT&T and for some reason even though I am by a window in my office, this one spot in my building gives me very slow speeds even though I consistently show 3 bars of LTE. My coworker also has an AT&T iPhone 8 and said his Safari was unusable due to the slow speeds. We both moved to a new floor in the company building so we have first hand experience in the changing of the speeds.

I updated to iOS 13 last night and can't believe I am now pulling down 20MB and can actually stream YouTube in HD now. Would iOS 13 have anything to do with it? It seems purely coincidental but could there have been some kind of software unlock in iOS 13 that helped my cellular signal get stronger?
 
It could have been a carrier update that went out since the new phones launch today. The coincidence is that iOS 13 came out yesterday. I don’t believe iOS is throttling data download speeds.
