iBeacons not working

How do I get the small icon on the lock screen to appear. For example my pass for Starbucks never shows up when I'm inside Starbucks.


Bluetooth and location are on.

I don't know about other issues, but for Starbucks specifically, you need to set favorite locations in the Starbucks app for the pass to show up in Passbook.
