I was turning the ibook g3 power adapter plug, because it wasnt charging, and it started making an eletrical zapping noise!

Im glad this laptop is plastic!
 
Yeah, I have had a problem like that before with my G4. Nothing was broken, just scared me a lot. Although, I was using a friend's iBook G4, and all of a sudden, it shocked the hell out of me through the trackpad. Apparently, you shouldn't touch the metal latch button with a finger on the trackpad because there is high voltage under it, and the metal can wear through the wires.
 
I get that crackling noise with my iPod charger too (the wall charger) and even though it doesn't shock me, its creepy lol
