ibook G4 problem

Hi
After the screen froze I shut the laptop down by the power button. Once restarted the menu bar at the top no longer loads, its there but all the dropdowns are blank and the clocks missing. Also any program that didn't come with the mac is not loading at all, any ideas on the problem??

Can you remember what exact Mac OS X version is on that iBook?
Do you still have your restore CDs?
Do you have access to another Mac with Firewire?

It's os x 10.4.11
I may be able to find the restore cd's not sure where they are though!! and no access to any other mac
