iBook start up problems.

When I turn on (or try to turn on) my iBook, I get this message...and after i restart I get it again...and again...and again.

"You need to restart your computer. Hold down the power button for several seconds or press the restart button."

And its the message that shows up in 4 or 5 different languages. Is this a problem with the hard drive or something else?
