I'm afraid not. I can only suggest you make your way from Settings to iBooks with your eyes closed, then you'll feel you're not completely wasting your time with VoiceOver on the iOS.

Toggle Voiceover quickly

Well, this isn't exactly what you're asking for, but it may be close enough.

You can configure it so that Voiceover is toggled on/off by triple-clicking the Home button instead of having to dig through the Settings app each time. The option to enable this is under the Accessibility settings.
