I'd like to set up a calendar and publish it based off of upcoming events that are posted on a friend's site. He sometimes changes the dates of the events so I'd want to be able to refresh my ical based off his website updates. The only thing is, I don't know if I have to enter in each event into ical myself or is there a way that I can post the URL and it somehow imports the events on the appropriate days.

I found out how to add the URL in the ics file, but I don't know if that will update it or just link to the page where the data is.

Just bumping because I have not been able to figure it out yet. :(

Depends on whether his calendar is in an ics format. If it is you can just import that address into your iCal and set it to refresh every 15mins or however fast you want.
