iChat conference not working

I can apparently video chat with one person but not do a conference....how come? I didn't know we could do conferencing on tiger i thought it came with leopard but my friend told me otherwise...any clues as to why the conference won't work?

I also thought I could video chat with people even if they don't have a camera however I got some error popping up when I tried it. They accepted the chat and then it just had an error pop up.
