Ichat offline help

"The message “” could not be delivered. The other person appears to be offline."
I recieve this message when I try to IM anyone offline. This has happened before and I usually restart Ichat or my computer and it goes back to normal. Why does this happen to begin with? How can I fix it? Its on my side because I cant send any messages to anyone offline.
