ichat problems

i have no problems using video with other mac users on any network. but if i try to video chat with a windows user it works only when we're on the same network. if we aren't on the same network, it says the other person declined, when they've clicked accept.

they are using AIM 6.5.9.1
and i'm on ICHAT 4.0.2

any help would be great. thanks!
