iChat video call issues

Whenever I try to call someone using iChat's video option, it says the other person has denied my chat, or, if they call me, after I accept it says the other person is not responding.

I have a macbook pro, and I'm using OSX 10.5.8, and iChat version 4.0.9

has anyone had any similar problems? how did you fix them? any idea what could be causing this?
