My friend recently got a new iMac, and we've been trying to get the voice chat under iChat to work (I don't have an iSight, so no video chat...yet.).

We've forwarded ports like Apple suggests, and even tried it before that, and every time one of us attempts it we get a "user did not respond" with user being the name of the person who initiated the connection.

It's pretty frustrating, anyone have any ideas what could be causing this?

It's a powerbook G4 1.5ghz

I have a built in mic for sure becuase i've used it before.

Every current Mac except the Mini and the PowerMac has a mic. ;)

I've seen the user doesn't respond thing before inconsistently... :(

If you understand your routers, try to put yourselves in the router DMZ (or Default Host, as Apple calls it). This shouldn't be necessary, but it might be worth a try.
