iCloud. Am I doing something wrong?

My six plus is low on storage. So I checked to see what was taking up most of the space, and it was photos (5+ gigs). But if I use iCloud to backup my phone, why aren't my pics taking up space on my iCloud instead of my actual phone? My iCloud backup size is only 1.2gb

The photos also show up in your phone and they copy on the iCloud library.

I think your photo are still stored in your phone. Therefore, they take up storage space on your phone. When you have iCloud photo library enabled, it just copies the photos to the iCloud as well. So essentially, you have one copy of all photos in your phone and one copy of the same photos in your iCloud.

This. There's no need to backup the pictures in your iCloud backup as they are being uploaded to your iCloud photo library now instead. If you look under manage storage in the iCloud settings it shows how much space it is using.
