iCloud and Notes/Contacts won't sync

I synced and backed up to iCloud. When I go to the Notes option, there is nothing there except the option for a new note. I have my notes on my iPhone, but not online in iCloud. Am I missing something? I have notes turned ON in iCloud and I did the backup and sync.

I can see my contacts in iCloud, but I noticed not all the contacts are there. It's an older list and I have added names since.

How can I get the information that is on my iPhone now to update and go into iCloud?
