Just got a replacement phone from Apple and I am trying to restore backup from iCloud. problem is it's saying last backup: NEVER! I don't believe this. Any advice? And I made sure to update the phone to latest software also. I backed the phone up this morning to iCloud and while I was in Apple Store. How can this be? Please help! Thanks
 
Most of the time using iCloud to back up and restore works fine. The risk comes when it won't restore as you've experienced. It does happen and my understanding is Apple is working on it.

Wireless connectivity is not Apples strength. That's why their iPhones were chained to iTunes on the desktop via usb cable for so many years. It's far more reliable.

Fortunately when one of my iPhones was stolen I had two backups as is my normal practice. Using mine for business I can't afford to risk it. iCloud failed me, but having my iTunes backup although slow and cumbersome, it saved the day.

Had the same issue until this morning. Two days ago I did an iTunes backup on the new iPhone since it was running great, but was never performing the iCloud backups. Still wasn't backing up after switching between "Backup to this Computer" and "Backup to iCloud". For a while it was telling me that there was not enough room, so I upgraded to the 1TB plan since I was nearing my 200GB plan. Still would not backup. Still said that I didn't have enough storage, even though I had deleted the backup of the old iPhone.

Late yesterday I went to completely sign out of iCloud, but it was locked up and wouldn't accept my PW multiple times. I gave up and left it until this morning. Now it lets me log out of the account, and guess what...now my new 6S Plus did a backup last night. Pure coincidence, or perhaps logging out of your iCloud account or doing a full ERASE to the old iPhone, which logs you out, obviously.

Try that, and let us know if that works for you.
