iCloud Backup Question - 12 Max backup smaller than 11 Max backup?

Random question hopefully someone can help me with. My "final" backup file on iCloud for my 11 Pro Max yesterday is 18.37GB. I set up my 12 Max from this backup file. Currently, my 12 Max iCloud file is only 4.73GB, why is it so much smaller than the 11 Pro Max backup?

Maybe it's normal, and I never noticed on previous new devices, but afraid to wipe my 11 until I know what is going on.

The first thing I'd check is an app and storage size comparison between the two devices via Settings > [Apple ID] > iCloud > Apps that use iCloud to ensure all of the same apps are enabled. Then tap on Manage Storage to compare the sizes of each app.
