Icloud backup

Hi , so my icloud photo libary has backed up 137 pictures and 32 videos but in my photos app under all photos i have 185 pictures and 77 videos why have some not backed up? And what can i do to backup all my pictures? I have contacted Apple support but non of suggestions have worked ie turn on upload photos stream Thanks in advance

1. Delete your current iCloud back up and then re-initiate the back up process.

2. Start using google photos. Google provides more space to store photos which should free up space on your limited iCloud.
