I have been having this infuriating issue since iOS 9.0 Public Betas. Hardly anything syncs correctly. iCloud Photo Library was PERFECT in iOS 8 in terms of syncing correctly, not in iOS 9. I took a bunch of pictures on my iPhone 6, they sync to everything. I delete some that didn't turn out, they won't delete anywhere else. I take pictures on my iPad, it syncs to iCPL on iCloud.com, but not my iPhone. I create contact 1 on iPhone, does not sync anywhere else. Create contact 2 on iPad, it syncs to iPhone instantly, and now contact 1 is pushed to iPad.
Oddly enough, notes are fine, reminders are fine, safari is fine, handoff is fine, text message forwarding is fine, phone calls on all devices are fine, instant hotspot is fine... Just not the most important things to me: iCPL and Contacts.
This led me to believe that my last iCloud account was screwed up, so I made a new one, downloaded all the pictures off the old account, made a new one, upgraded the storage, uploaded all the pictures, and now it is doing the same thing. Is any body else having the same issues???? I am so annoyed right now, tempted to just not use iCloud at all anymore. It never gave me one issue for an entire year with iOS 8 and now it is just a nuisance.
