iCloud Desktop / Documents on new Macbook

So here's the scenario - I've got a Mac Pro (dustbin style one) running Sierra with my files set to be stored in iCloud Drive.

The upload seems to never complete properly - not sure if this is a symptom.

I've just received my new MacBook Pro and setup iCloud and enabled Desktop and Document sync. It doesn't however sync anything. Both Desktop and Document are set to a status of "waiting to upload" on the MacBook. There's obviously nothing in the directories to upload.

Any help appreciated!
