icloud - does app data restore if i set up as new phone?

I'm thinking of setting up the iphone5 again as new, instead of restoring from backup, to see if it will improvement my battery.

If I set up as new and download the apps from scratch, will icloud bring back the app data that it currently has?

No. You would have to restore from backup to keep app data

There are a couple apps that actually use iCloud sync and would restore with iCloud. However probably 95% don't and would only work if you restored a backup.
