Desktop & Documents Folders have been able to be linked to iCloud Drive for a while now but has Ventura finally linked the macOS Downloads folder to the iOS/iPadOS Downloads folder within iCloud Drive?
 
I am interested in this too. The answer is that I don't believe it does currently. But I am a bit confused about some things.

I created a folder called "Safari Downloads" on my iCloud Drive and this is sync'd across my devices (including iOS/iPadOS) and handles most stuff that I download, but files transferred by Airdrop (for example, maybe other cases) still go into the system "Downloads" folder on macOS.

I can't remember now whether I created "Safari Downloads"by renaming "Downloads" on iCloud Drive or whether I created it separately. Think the former. I called it "Safari Downloads" to avoid have two "Downloads" folders in different places.

It would be great if Apple just added the option to sync all Downloads via iCloud like it does Documents & Desktop.

It's still separate, but for a long time I have just set my MacOS downloads location (in Safari/Mail/Chrome/etc) to the iCloud location. For easy access, I put this folder in the dock. Not an intuitive or obvious setup, but seamless to use.

I think I may do the same… I think the only thing left that will go to the local Downloads folder is airdrop then if the downloads location can be changed for all other apps.

I can imagine Apple hasn’t allowed Downloads folder into iCloud Drive because many people’s Downloads folder is just loaded with junk but it it would be nice to have the option like how desktop & documents is optional.

I do the same on all my Macs and devices and the only feature I find to be missing by doing this is the option to automatically delete an installer package after installation.
 
Is there a way to make the iCloud downloads folder have the same icon as the mac downloads folder in the favorites section?

I uncheck that feature as it always duplicates what I have on my desktop or in my downloads and documents and it is completely un-needed in my opinion.
