iCloud Drive duplicate toggles

Does anybody else see a toggle for iCloud Drive under "Apps syncing to iCloud Drive"?

It's strange that there is a toggle in the first menu and it is repeated in this second menu, with no context about how these two toggles for the same thing differ.

Is anybody else seeing this?

One is to enable the iCloud Drive service in general while the other is for the iCloud Drive app itself. Agreed it can look confusing but they are different things.

What's strange is that this is no longer showing up for me, but now Photos shows a toggle under "Apps syncing to iCloud Drive". Even though there is a separate toggle for iCloud Photos... to that point, I don't think your explanation is the case here @Bigwaff
