Does anyone has any idea to solve this. I wanted to make sure everything was ok and created a second partition with a fresh installation of Sequoia 18.2. iCloud just refuses to finish syncing files or sync new files. This occurs on both my MacBook Pro and my Mac mini. It just gets stuck after around 1% done.

Looking at the process responsible for syncing, 0 packets send, 0 packets received. It almost looks like a firewall is blocking the connection. Sadly that is not the case. Disabling the firewall in the settings also does not work. Also force quitting the bird process does not work.

Apple is already investigating this but it's taking its time.

What I would do:

turn off sync to iCloud in settings

select do not maintain files on your device when prompted

power off the device, then power on the device

turn on sync to iCloud
 
And lose all your files that are not net synced in previous installations. That is a mistake I made once, never gonna do that again.
 
I did it when I had same problem. Local files that are not sync'd were not removed. Files in the cloud showed up again after turning sync back on. This was the recommend solution I found when I searched at the time. I didn't lose anything.

The next step I found, if that didn't work, was to sign out of Apple ID and then sign back in.

If you do find another solution, please post it. Also, we'll see what others say.
