In the Files app you can choose any location you want to view like iCloud Drive, Dropbox Google Drive, etc. I noticed that you can also view the location 'On My iPhone' which must be new for iOS 13. Why does it only show 5GB of space when I have over 100GB of space free on my 256GB iPhone X? Is this some new location that only has 5GB partitioned for files?

Hmmm. My iPP is showing 85.9 GB available On My iPad.
On my XR it shows 98.07 GB available.
