Thats because on Windows you are installing a piece of software, whereby on a Mac its integrated into the OS. It may be available on Windows first, but your experience will be much better on a Mac.
This is all way too confusing, photos on iOS with iCloud Library, Photostream... iCloud Photos on Windows with My Photo Stream and Activity. Why oh why are there so many things?! Why can't I have one Thing and all my photos in that Thing![]()

Icloud drive is not enabled for Windows. It will launch on os x with Yosemite.
