iCloud Drive Photos/Videos??

I set up iCloud Drive since I am PC based anyway. I assumed that when I took a photo or video it would upload to iCD "at full resolution".
According Craig Federighi at the WWDC keynote that's what is supposed to happen. ( WWDC 2014 @1h19m38s )
 
I've read that iCloud Photo Library (what you and I want) was dropped in the GM. My settings app keeps on saying 'Upgrading' (been doing this for 24 hours) for Drive.

Can someone please help both of us????

Well that just sucks.
AS far as the upgrading status. Mine was doing that for what seemed far too long so I exited settings then force quit it. When I went back in it was set up.

If you tried restoring then how about this...
Setup your phone as new. Once you are up and running see if iCloud Drive works. If it does, make sure you can access it from the web also. Then once everything looks good do a restore back to your old backup. I wouldn't trust doing this through iCloud backup. I would do it connected to iTunes.
