iCloud Drive Preview folder question

After opening PDFs from other folders within my iCloud Drive, they automatically get copied to the Preview folder at the top level of the Drive. Is this normal behavior? If so, why and can I disable it somehow? Really would rather not have duplicates of every document there over time.
