iCloud Drive Question

I am installing the iOS 8 GM and during the setup it is asking me if I want to upgrade to iCloud Drive or not and was wondering if I do upgrade is the only thing not working is the new pricing structure along with not being able to access documents on non iOS 8 devices? It's a little confusing seeing as on Apple's website it says "coming soon" for iCloud drive. I assume thats referring to the new pricing.
