I upgraded my iPhone 5s to iOS8 and my Mac to Yosemite. In both cases iCloud Drive is ON. My iPad Air however is still in iOS 7. I thought that once you turned on icloud drive on non-upgraded devices could not access the files that had been on the cloud in iOS7. But I can still. Not sure what is going on here at all?

The files are duplicated and placed in iCloud Drive. They are not the same files anymore.
 
You can access the locally stored copies of the files, but syncing no longer works. So if you make any changes to the files, they won’t be synced with your other devices.
 
But I thought the "locally" stored files on my iPad were stored in the cloud, not iCloud drive but not on the ipad itself?
