I uploaded a test file of 2GB(dropped it into the iCloud folder in Mac OS finder) to see how fast the upload was on my new provider. My previous provider had an issue with upload to iCloud. Once the upload was done, I deleted the file. The next day I tried uploading the same file and it uploaded within seconds. So this mean the file previously wasn't deleted and cached somewhere. I deleted it again and tried a week later and again it took seconds. Any idea how come?

deleted files can be recovered for 30 days - which explains your observation.
